We have received a lot of emails expressing concern that the Panel does not have representation from particular constituencies. It was never intended to and indeed to include representation from all relevant parties would have resulted in a large unwieldy group less likely, in my view, to be able to “stand above” the detail and offer clear ways forward in the time available. Rather, experienced individuals from a range of backgrounds have been selected for their independence of thought and analytical capacity. Nonetheless, we are intensely interested in the views of key constituencies and their representatives and we have already been in constructive communication with many.
We plan to reflect our interpretations of the evidence to a number of key reference groups including, in particular, one representing service and one representing trainees, and in this way refine our thinking and subsequent recommendations.
